The city of Madrid has officially banned e-scooter rentals after an influx of complaints and safety concerns, following in the footsteps of Paris, which introduced a similar ban last year. This raises the question: could the UK be on the brink of imposing a similar ban?

In Madrid, it has become a common sight – residents narrowly avoiding collisions with speeding e-scooters or stepping over discarded ones obstructing the pavement. Frustration among locals had reached a boiling point, and the city’s mayor, José Luis Martínez-Almeida, finally took decisive action. In a statement on social media, he declared that all rental e-scooters would be removed from the capital by October.

“Our priority is the safety of the people of Madrid,” Martínez-Almeida stated, emphasising that the companies renting out these scooters had failed to meet safety requirements. The main issue was the failure to comply with rules aimed at protecting pedestrians, particularly the elderly. Despite being authorised to rent out 2,000 e-scooters each, the three major operators – Lime, Dott, and Tier Mobility – were unable to prevent customers from abandoning scooters in restricted areas or driving them recklessly in pedestrian zones.

As Madrid bans these devices, the move mirrors actions already taken in Paris, where e-scooter rentals were banned following a public consultation. The growing backlash against e-scooters isn’t confined to Spain and France, however. Cities across Europe, including London, are grappling with similar problems. While some cities have chosen to impose stricter regulations on their usage, others, like Madrid and Paris, have opted for outright bans.

Health and Safety of E-Scooters have been questioned in the UK

In the UK, e-scooters are currently subject to a patchwork of regulations. They are legal for rental schemes in certain cities, but their use on pavements is prohibited, and private e-scooters remain illegal on public roads. The rise in pedestrian complaints and concerns about safety have led to a growing debate on whether tighter restrictions or even a complete ban should be implemented.

Certainly people will be people and avoid or have scant regard to other road users and pedestrians.  Younger riders in particular face injury whilst using scooters and the current position is not sustainable. Certainly head injuries resulting in using an E-Scooter is the most concerning and more on this topic can be found in our article, E-Scooters and head injuries

With e-scooters offering a “sustainable mobility” option, there is an understandable appeal. However, Madrid’s decision highlights the importance of balancing this need with public safety. To offset the loss of e-scooters, Madrid’s mayor has promised a major expansion of the city’s rental bicycle scheme, aiming to meet the demands for environmentally friendly transport alternatives.

As cities like Madrid and Paris move away from e-scooter rentals, the question remains: will the UK follow suit? With public concern mounting and the demand for safer streets increasing, the UK may soon face pressure to reconsider its approach to e-scooter rentals. Whether a ban similar to that of Paris or Madrid will be introduced remains to be seen, but it is clear that stricter regulations and public consultations could shape the future of e-scooter use in the UK.

E-Scooters and the Law

There are laws in the Uk that Govern riding and using a E-Scooter and we have set out a comprehensive guide on the law as it stands on our sister website entitled, E-Scooters and the Law.

The growing trend in Europe suggests that e-scooters may no longer have free reign in urban spaces, and UK authorities will likely be watching closely to see how such measures impact pedestrian safety and transport solutions.  It is highly likely that unless the companies taht supply the E-Scootes under the Urban scheme have better safeguards and controls, their future is looking bleak.
